At the ten minute mark of the Extended Look, Jason and Lucia step out of a lift onto a roof terrace: a bar counter under a pergola, planters, stools, a pool spilling over its edge, and the Vice City skyline sitting flat behind it in the afternoon haze. The name is spelled out in green over a wall of foliage. They arrive holding hands, with the prompt "HOLD HANDS" in the corner of the screen, which is the clearest single frame anyone has of that mechanic.

SVG describes Effluvia as the rooftop bar where the pair meet Brian Heder to talk about a job, and that conversation is the frame the whole middle section hangs on. The jobs discussed at the table play out as flashbacks, including a convenience-store robbery in bandanas and a job at a locker-rental place that ends with a body on the floor. Lori, the blonde woman across the table, is at the same meeting.
