Hair, clothes and body are not only cosmetic. The police build a description from your face, your clothes and your car, so a barber or a full outfit change is part of escaping. Previews add that Jason's build changes with what he eats and how much he trains.

Because the wanted meter carries a physical description, the barber's chair and the changing room sit next to the getaway car as tools. Rockstar's own render of Sara's Unisex Salon showing Jason in a full mullet is the most useful published image of how far hair goes.
