The Extended Look opens on a pickup and closes it with a police raid, and Méndez is the man leading it. Previews describe him ordering his officers to work harder and rougher, and shooting crooks in the hideout on sight. When Jason and Lucia spot him across the room they take the lift rather than be seen, which is the whole characterisation the scene needs.

What is a reading, not a fact
Rumor
He first turns up in Trailer 2 past the 1:40 mark, and the press covering both videos calls him a crooked cop with a past involving Jason and Lucia. Rockstar has said none of that: what is on screen is an officer who is very willing to shoot, and two protagonists who would rather not be spotted. The rest is inference and is filed as such.
